I get this message in admin and user side. I have forum is enabled in admin.

Hi!
Please find the following file:
_server/forum/upload/cache/cache_config.php
Open it,
Find the following string
'o_maintenance' => '0'
There must be set 0
If it is set 1, the forum will be locked. When it is 0, it will work. Set it to 0, please.

It was set to '0' so I (re) uploaded file again and it worked.
